It is a short week at City Hall — closed Wednesday for Veterans Day — but a dense one. The big ones: Tuesday night’s City Council meeting, where the hydrogen fueling station contract (Item 16) and the First Public Hydrogen Authority (Item 17) come to a vote alongside a $111 million water-infrastructure loan and a contested house-size appeal; and Monday’s rare joint meeting of the Council and County Supervisor Kathryn Barger on homelessness and Measure ER revenue. Here is the week, meeting by meeting.
Monday, November 9
Special Joint Meeting — City Council and Supervisor Kathryn Barger, 3:30 p.m., Council Chamber, City Hall. Two items: an update on county homelessness and housing efforts, including joint city–county homeless encampment mitigation; and a discussion of revenues related to Measure ER and Pasadena. Public comment is limited to agenda items. Watch live on Charter Cable Channel 3, Pasadena Media, or Zoom at cityofpasadena.net/cczoom.
Public Safety Committee (special meeting), 5:00 p.m., Council Chamber, City Hall. Chair Jess Rivas, with Councilmembers Hampton, Jones, and Madison. The committee’s agenda packet is posted on the city’s agendas page; its meetings are recorded and archived on the committee’s page.
Arts & Culture Commission, 5:30 p.m., George Ellery Hale Building, 175 N. Garfield Ave. Public art conservation updates, and a decision item close to many residents’ hearts: review and approval of the artist and final art plan for 786 S. Fair Oaks Ave. (Huntington Memorial Hospital). In person; the agenda lists no stream.
Tuesday, November 10
Senior Commission, 2:00 p.m., Jackie Robinson Community Center, 1020 N. Fair Oaks Ave. A presentation from Pasadena Village on aging in Pasadena, work on the commission’s “Useful Resources for Pasadena Seniors” guide, and approval of updates to its FY 2026–2027 work plan.
Finance Committee (special meeting, early start), 3:00 p.m., Council Chamber, City Hall. The committee takes up the same four items the full Council votes on that evening: $147,351 in Low Carbon Transit Operations Program funds for Dial-A-Ride’s zero-emission fleet modernization; authorizing four applications to the state’s park development grant program; New Year’s Day and Rose Bowl fee increases effective February 1, 2027 (grandstand permits, the Rose Bowl admission tax, and the grandstand seat surcharge); and increasing the Frame Group LLC disaster-recovery consulting contract to $1,750,000, with $300,000 appropriated from the General Fund. Also on the agenda, for information only: the FY 2027 first-quarter CIP monitoring report. Broadcast live on Channel 3 and streamed via Pasadena Media.
City Council, closed session 5:00 p.m., public meeting 6:00 p.m., Council Chamber, City Hall. The week’s main event. Item 16: the $6,884,770 Phase 1 design-build contract with Clean Energy Fuels Corp. for the hydrogen fueling station, plus a Measure R funding request (see our open letter on this vote). Item 17: joining the First Public Hydrogen Authority. Item 15: up to $111,050,791 in notes under a federal WIFIA loan for water infrastructure. Item 14 is the public hearing: an appeal of the Board of Zoning Appeals’ approval of a 4,955-square-foot, two-story house at 3140 E. California Blvd. Item 12 appoints Rick Cole as Pasadena’s representative to the Foothill Transit Board of Directors, succeeding Mayor Gordo, and Asher Jonas Smith to the Human Services Commission. The closed session includes a conference on the city’s Eaton Fire litigation, City of Pasadena v. Southern California Edison. Watch on KPAS/Channel 3, Pasadena Media’s YouTube channel, Granicus, or Zoom (cityofpasadena.net/cczoom; phone 1-669-900-6833, Meeting ID 161 482 446).
Northwest Commission, 6:30 p.m., Jackie Robinson Community Center, 1020 N. Fair Oaks Ave. Pasadena Police violation statistics and a community incident brief for the Northwest; the CDBG consolidated annual performance report; review of FY 2028 capital-project submissions; and an action item with a history — approval of the commission’s letter to the City Council regarding Heritage Housing Partners, following October’s complaints over water intrusion, mold, and displacement at Heritage properties.
